john boehner tried to move his own independent plan to raise taxes on income levels over a million dollars and he wasn't able to do that successfully. and i think it was a big sign about the difficulties he'll have even wrangling the majority of his caucus and so i think in order to get something done, anything done, to make sure that taxes don't increase on middle class americans, to make sure that the spending cuts don't start immediately, a lot of lawmakers are leary of them despite they voted for them two summers ago, they hope to set the infrastructure in place. >> well and good. but intimating here, meredith, who's going to be part of the wrangling? who's the wrangler? last time at least from what it looks like, anyone who talked about this deal, that was on friday when that happened. the president then met with harry reid and talked to john boehner by phone and we have heard harry reid is working on legislation, perhaps mitch mcconnell's involved in this, as well. so when we look at this, david, who's pulling the strings now? who will sit down and make the deal happen? >> th

to this point? taking you back to last week, you remember john boehner tried to get that alternative bill through the house. his own bill. he didn't have the support to do it. it fell apart. now things are in the senate and it will be up to harry reid and mitch connell and the president to try to come to a compromise to avoid the tax hikes and spending cuts that go into effect on the first of the year. president obama had been working with house speaker john boehner and trying to get a big deal that dealt with tax reform and deficit reduction. that fell apart and talks have largely been stalled this entire time. there was a lost pressure to get something done. we have seen some of the impacts of the fiscal cliff. consumers saying they have been more cautious with their holiday spending because of the uncertainty in washington. economists warn it could get worse and the markets could be foiled if we go over the fiscal cliff. taxes will go up for the average american by about $2,000 and could put us back into a recession. >> which nobody wants to see. kristen welker in hawaii. the president

. is the onus more on the senate at this point? as you point out what john boehner is not able to even get enough of his own support within his own caucus to get plan b through, do you think that he has the staying power to pull something off, especially within the narrow window before 2013? >> you know, i think that a less ambitious deal does still have a good chance. i don't think the worst thing in the world is to go past the deadline, but i think it's bad. i think we have a responsibility to do everything we can to find a deal for the american people. i have to say if the only way to get a deal done is to make low income seniors pay for it, i think we're going to have a very difficult time getting a deal because at the end of the day the wealthiest americans have enjoyed record low tax rates for a number of years now, and now in order to do some -- make some progress on the budget, we're asking low income seniors to pay for it. that dog won't hunt. at the end of the day the question is going to be will boehner, will the house be able to vote on a deal that can garner enough democrat su

as though president obama, house speaker john boehner were close to getting some sort of a grand bargain that would have addressed tax reform as well as deficit reduction. those talks, of course, fell apart. house speaker john boehner tried to get an alternative plan through the house. that didn't work out. now the focus shifts to the senate. senate majority leader harry reid, minority leader mitch mcconnell will have to try to hammer out some sort of a compromise to avoid going over the cliff, but as you pointed out in your introduction, a lot of senators over the weekend expressed concern that, in fact, we will go over the fiscal cliff. of course, if is that happens, the economy could eventually slip back into recession. one interesting point, thomas, though, last time that members of congress worked between christmas and new year's was 1996. that was during the government shutdown. this is really a rare occurrence for members of congress to have to come back and work out legislation that they went able to get done before the christmas holiday. >> the president is supposed to stay ther

. mitch mcconnell has got to get on the same page as john boehner on the house 06 representatives. mcconnell is not going to walk the political bank. so a lot of variables here. the plan, all along, was for the senate to pass this thing and therefore, sort of box in the house. john boehner could present it to his gop conference, his conservatives and say, look, this is the only deal we can get. however, as you report it, it's quite clear now that technically, at least, we're going to be going over that cliff. the house, while they say they could call themselves back into session at any moment for all intense and purposes, they're gone until noon tomorrow. house leaders, their aides say tomorrow is a holiday and no one is going to feel an impact of this until later on in the week. but this is a dangerous game not only they're playing with the american economy and taxpayers, but a dangerous political game, as well. what do you know about the possibility that we could see the vice president on the hill tonight? >> if senate democrats would like the vice president to go over to the hill,

with the senate, john boehner, eric cantor with mccarthy and morris are saying is there are two bills the house passed to deal with the fiscal cliff that are now over the united states senate. if the senate wants to do anything with them, amend them and send them back to the house and perhaps the house will act on it. essentially what boehner is saying is we're not making any moves until the senate amends the two bills we passed over or sends a new one. what are in those bills? well, they essentially extend the bush tax cuts permanently for all earners. and then to avert the sequester and other types of cuts, they make what a lot of liberals have called draconian cuts to meals on wheels, food stamps. it goes into discretionary spending. the house passed bills are absolutely would go nowhere. and would be vee toad by president obama. so this is what we're seeing on the statement the day after christmas is while you guys figure out some solution, we wash our hands of it. >> as a follow-up, i'm putting my press secretary hat on for a second and say the response i would expect from the democratic s

, mitch, house speaker john boehner, democratic leader nancy pelosi tomorrow afternoon at the white house. to try to find out if there is a way to avert the fiscal cliff. today, after the president returned from his vacation in hawaii, he did meet with his senior advisors. they did conduct some back- channel negotiations as they have been during the holidays on a bill to possibly avert the fiscal cliff. those talks i'm told did not make much progress. the face-to-face conversations may fact create the possibility of a breakthrough. but right now the president has no new proposals to give his congressional leaders. he will stick with what he told the nation on friday-- raise income taxes for households earning more than $250,000, extend unemployment benefits for those americans out of work for more than six months, and try to find some other means to avert the fiscal cliff before that deadline, and tomorrow, may give us a glimmer of hope but as i said, the white house does not consider this a breakthrough, but everyone is and will be talking. >> glor: major garrett at the white house. than
